China, Russia veto US push for more UN sanctions on North Korea

UNITED NATIONS — China and Russia vetoed on Thursday a US-led push to impose more United Nations sanctions on North Korea over its renewed ballistic missile launches, publicly splitting the UN Safety Council for the primary time because it began punishing Pyongyang in 2006.

The remaining 13 council members all voted in favor of the US-drafted decision that proposed banning tobacco and oil exports to North Korea, whose chief Kim Jong Un is a series smoker. It could even have blacklisted the Lazarus hacking group, which america says is tied to North Korea.

The vote got here a day after North Korea fired three missiles, together with one considered its largest intercontinental ballistic missile (ICBM), following US President Joseph R. Biden Jr.’s journey to Asia. It was the newest in a string of ballistic missile launches this yr, that are banned by the Safety Council.

US Ambassador to the UN Linda Thomas-Greenfield described the vote as a “disappointing day” for the council.

“The world faces a clear and present danger from the DPRK (North Korea),” she informed the council. “Council restraint and silence has not eliminated or even reduced the threat. If anything, DPRK has been emboldened.”

She stated Washington had assessed that North Korea had carried out six ICBM launches this yr and was “actively preparing to conduct a nuclear test.”

Over the previous 16 years the Safety Council has steadily, and unanimously, stepped up sanctions to chop off funding for Pyongyang’s nuclear weapons and ballistic missile packages. It final tightened sanctions on Pyongyang in 2017.

Since then China and Russia have been pushing for an easing of sanctions on humanitarian grounds. Whereas they’ve delayed some motion behind closed doorways within the Safety Council’s North Korea sanctions committee, the vote on the decision on Thursday was the primary time they’ve publicly damaged unanimity.

“The introduction of new sanctions against the DPRK (North Korea) is a path to a dead end,” Russia’s UN Ambassador Vassily Nebenzia informed the council. “We have stressed the ineffectiveness and the inhumanity of further strengthening the sanctions pressure on Pyongyang.”

China’s UN Ambassador Zhang Jun stated that extra sanctions towards North Korea wouldn’t assist and would solely result in more “negative effects and escalation of confrontation.”

“The situation on the Peninsula has developed to what it is today thanks primarily to the flip flop US policies and failure to uphold the results of previous dialogues,” he informed the council.

China has been urging america to take motion — together with lifting some unilateral sanctions — to entice Pyongyang to renew talks stalled since 2019, after three failed summits between Kim and then-US President Donald Trump. The USA has stated Pyongyang shouldn’t be rewarded.

The UN Normal Meeting will now focus on North Korea within the subsequent two weeks below a brand new rule requiring the 193-member physique to satisfy each time a veto is solid within the Safety Council by one of many 5 everlasting members — Russia, China, america, France and Britain. — Reuters
